Duties * provides support and advise to the Team Leader in planning, implementation, monitoring and reporting concerning the "Trans-boundary Water Management in Central Asia" programme and the EU co-financed project "Sustainable management of water resources in rural areas in the Republic of Uzbekistan";
* assists the Team Leader in maintaining cooperation, networking and coordination of activities with national and international partners operating in the water management sector of Uzbekistan and on a Central Asia regional level;
* assumes responsibility for the liaison with the members of the "National Working Group" created within the framework of the EU co-financed programme "Sustainable management of water resources in rural areas in the Republic of Uzbekistan" and coordinates the work of the national expert on legal affairs with the "National Working Group";
* deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the programme's area of activity; provides advice and training to local partners;
* develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives;
* assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation;
* coordinates relevant project activities at local level in consultation with the Team Leader and in cooperation with the national and international partners, both as regards implementation and preparing organisational aspects and he/she undertakes regular field visits to pilot areas for the purpose of monitoring project implementation;
* on working level supports cooperation, regular contact and dialogue with partners and cooperates with local communities, relevant governmental organisations, non-governmental agencies and individuals in the programme environment and with other projects to improve and maintain good working relationships;
* assists in drafting ToRs for national and international consultants and coordinates them for the EU co-financed programme "Sustainable management of water resources in rural areas in the Republic of Uzbekistan" and contributes to developing ready-to-use strategies and technical concepts, including guidelines, manuals and procedures in Uzbek, Russian and English languages;
* draws up reports and presentation documents in Uzbek, Russian and English languages ;
* prepares appropriate input for various programme reports including annual reports, and contributes to other reports required by the Team Leader, the Programme Director and GIZ Headquarters;
* assists with research activities and studies on Integrated Water Resources Management as well as on political issues concerning the water sector in Central Asia

Professional requirements * MSc degree in water/natural resources sciences or any related field
* at least 5 years' professional experience in a comparable position
* experience in internal projects is an asset
* very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
* fluent written and oral knowledge of English, Russian and Uzbek
* willingness to up-skill as required by the tasks to be performed –corresponding measures are agreed with the team leader
* strong interpersonal skills and the ability to work effectively with a wide range of constituencies in a diverse community
